Issuance of license for virtual businesses
In recent years, according to the expansion of the use of the Internet, especially cyberspace, the activities of virtual businesses have developed more and more and are known as a new model of business. Today, most traditional businesses are interested in adapting to the digital age and taking advantage of cyberspace to provide a platform to introduce their goods or services on the Internet and cyberspace. In Iran, virtual business activities have been highly regarded due to the expansion of the use of cyberspace. In order to fulfill Article 87 of the Trade Union Law and emphasize the formation of the National Union of Virtual Businesses, the union has been officially starting its activity since November 2017 in order to support the Iranian virtual businesses, facilitate and accelerate the growth and development of these kinds of business.
According to the executive regulations for issuing licenses and supervising the activities of guild members in cyberspace and network marketing (subject of Articles 2, 12 and note to Article 87 of the Guild System Law), the necessary documents for issuing internet business licenses are:

A) General:

- Providing the address of the applicant’s office or legal residence;
- Certificate of the relevant tax administration on the payment or order of payment of the final tax debt (subject of Article (186) of the Direct Tax Law);
- Certificate of passing training courses on trade and business rules (subject of paragraph (n) of Article (30) of the Trade Union System Law);
- National card image for natural persons and national ID for legal entities or passport and work permit for foreign nationals.
- Photo of the end of service card of the conscription system or permanent or medical exemption for men under fifty years of age or a certificate of employment;
- Approval of the board of directors for issuing a business license in the name of the managing director or one of the signatories in accordance with the articles of association and the last advertisement of the official newspaper of the company registration (for legal entities);
- Certificate of personal competence from the police force; and
- Approval of specialized features of virtual business by the E-commerce development center.

B) Exclusive:

Specialized and technical license or technical diploma or related university diplomas, or introduction of a qualified person (for classes subject to the note of Article (13) of the Trade Union System Law).
Necessary documents for issuing a stewardship card:
Certified copy of the original national card, the first page of the identity card, and the end of service card
For the process of issuing a virtual business license, it should be stated that this process includes setting up a virtual business by the applicant according to the checklists of the E-commerce development center, registration of the application by the applicant in E symbol system, referral of the application for obtaining a business subject to the law of the guild system by the E-commerce development center immediately after the evaluation and based on the list of the Guilds and Merchants Center of Iran to the guild system, uploading the documents listed by the applicant in the guild system within a maximum period of three months before accepting the application, completing the file by the union, Issuance and submission of business license after matching the uploaded documents with the original to the applicant within 15 days and sending the details of the business license to a system and the symbol of electronic trust is granted simultaneously with the issuance of the license.
